Case for Change
The Case for Change for this project was established as a result of initial research and consultation undertaken by the previous Industry Skills Council, SkillsDMC. The project was outlined in the Mining, Drilling and Civil Infrastructure (MDCI) Industry Reference Committee Four Year Work Plan and was submitted in a Case for Change – previously referred to as a Business Case – to the Australian Industry and Skills Committee (AISC) in December 2016.
In order to facilitate continuity for industry, PwC’s Skills for Australia commenced industry consultation and progressed the project towards the Case for Endorsement phase of work.
The objective of this project is to ensure that Australia’s Vocational Education and Training system is adequately preparing learners in mobile plant operations and materials handling within the MDCI industry and to ensure that appropriate workplace safety training regarding these tasks are being delivered.

Consultation
On behalf of the MDCI Industry Reference Committees (IRCs), PwC’s Skills for Australia carried out industry consultations for this project from July 2017 – December 2017. Following the MDCI IRCs’ approval of our key findings from consultation we developed draft training products to address the skills gaps identified in mobile plant operations and materials handling.
These draft training products were open for public consultation in early 2018.
The period of consultation for these draft training products has now closed.

A Case for Endorsement has been submitted to the AISC for consideration at the August 2018 meeting.
