Case for Change
The Case for Change for this project was established as a result of initial research and consultations outlined in the 2016 Education Industry Skills Forecast and Proposed Schedule of Work.
The Education Industry Reference Committee identified that the FSK Training Package must be reviewed to ensure that it reflects current industry needs and is being utilised appropriately. Education industry experts indicated that the Package required review and changes to address a number of issues including skills gaps, inconsistencies in delivery, poor visibility of units and the need for clarity of learning outcomes.
The Case for Change outlined the following industry drivers:
- The Package is relevant to all sectors.
- There is a growing need for Foundation Skills in the workforce.
- Foundation Skills are critical for employment and continuing employment.
PwC’s Skills for Australia prepared the Case for Change for this project on behalf of the Education IRC and submitted it to the Australian Industry and Skills Committee (AISC).

Consultation
On behalf of the Education IRC, PwC’s Skills for Australia carried out industry consultations for this project from February 2017 – March 2018.

Training Product Development
The open feedback period to review draft training products for the Foundation Skills project has now closed.
Thank you to those who provided their valuable input during consultation.
Release
The Case for Endorsement for Foundation Skills (FSK) was approved by the AISC in August 2019.
Resulting changes to the Training Package can be viewed in the Case for Endorsement document below.
We expect these changes to be reflected on the Training.gov.au website by October 2019.
