Case for Change
The purpose of this project is to provide an evidence-based case and industry support for developing vocational training in big data and big data analytics skills that can be transferable across multiple industries.
Work on the Case for Change commenced in July 2017 and involved:
- Establishment of a dedicated Big Data Project Reference Group (PRG), consisting of various Industry Reference Committee (IRC) members from a diverse range of industries and subject matter experts;
- Extensive desktop research to understand what is happening both here and internationally (best and better practice), what big data training already exists and what job outcomes it leads to, and the evidence base to develop cross sector training; and
- Broad industry consultation across a range of industries, geographies and stakeholder types to hear different perspectives (including industry, government bodies, training providers and subject matter experts).

On behalf of the ICT and BSB IRCs, PwC’s Skills for Australia conducted industry consultation for this project from mid-October to mid-November 2018, both in the form of focus groups and one-on-one consultations with industry experts.
Consultation focused on developing big data related units of competency that can be used in generic contexts by a range of industries.
The consultation period for this project has now closed.
Training Product Development
Following the ICT and BSB IRCs’ review of our key findings from consultation and the recommendations we proposed, in association with the project working group and other stakeholders, we developed draft training products to address identified skills needs.
These draft training products were released for public review in February 2019 and the feedback we received was used to prepare the Case for Endorsement.
Under the direction of a refreshed Cyber Security Project Working Group (PWG) and the IRCs, we prepared and finalised a Case for Endorsement. This Case for Endorsement was submitted to the Australian Industry and Skills Committee (AISC) in May 2019.
If approved by the Australian Industry and Skills Committee (AISC), the proposed new cross sector units will become publicly available for download from the National Register.

The Case for Endorsement for the Big Data cross sector project was approved by the AISC in December 2019.
